How to get gible in pokemon omega ruby

I just got the the safari zone and im looking for a Gible, but according to bubapedia http://bulbapedia.bulbagarden.net/wiki/Johto_Safari_Zone it should be at a Rocky beach.

How to get gible in pokemon platinum without strength

Yet there is no rocky beach. Do i have to complete the founders 2nd challenge to unlock it? Also do i need the national pokedex first in order to get Gible? Thanks for any help.

You need to complete the second challenge in order to use more zones.
You will need the national dex in order to get Gible.
You will also need a certain amount of blocks, and wait a certain amount of days (100 IIRC).
